On the 20th of November at the Passing-Out Parade in Benguema, I made an announcement about certain staff changes in the Republic of Sierra Leone Armed Forces (RSLAF). I indicated at that time that consultations were ongoing for certain consequential changes that were to be made. I further stated that I was not in a position at that time to make pronouncement on those changes because they were the subjects for further consultations, which had to be ratified by the Defence Council.

I am pleased to announce that these consultations have been completed and the agreement reached has been approved by the Defence Council as follows:

1) Brigadier Sam Mboma is confirmed as Chief of Defence Staff with the rank of Major-General effective 1st December 2003.
2) Brigadier Alfred Nelson-Williams, Deputy Chief of Defence Staff and will retain his rank and title as Brigadier and Assistant Chief of Defence Staff, Operations and Plans also effective 1st December 2003.
3) Colonel Yira Koroma will, upon his return from Nigeria, assume the post of Joint Force Commander with the rank of Brigadier (substantive). This promotion for Colonel Yira Koroma will be effective upon his assumption of duties. Until his arrival, the position will be occupied by Colonel M.A. Sesay, who will with effect from today, act as temporary Brigadier.
4) Navy Captain A.A. Koroma of the Navy will occupy the position of ACDS Logistics and Support in an acting capacity as Commodore.
5) Colonel M.K. Dumbuya will occupy the position of ACDS Training and Personnel at the level of temporary Brigadier.

The other middle-level promotions will be announced by Major-General Sam Mboma.
