Commission on the Restructuring
of the Senior Civil Service
A Presidential Commission on the Restructuring of the Senior Civil
Service has been established to examine and review the present structure
and capacity of the leadership level of the Civil Service. On the
basis of its findings the commission will make recommendations for
rapidly improving and strengthening the effectiveness and competence
of the management levels of the Civil Service.
Specifically, the Commission will submit findings on the following:
- Restructuring of the management levels of the public service
to create a senior executive service,
- Definition of the role and principal functions of the senior
executive service;
- Level and type of posts to be included in the senior service;
- Terms of reference for all generic posts to be re-profiled as
part of the restructuring exercise;
- Definition of competencies and qualifications required of candidates
for the re-profiled posts to be included in the senior service;
- Terms of reference for an independent competency assessment centre
that will assess and recommend candidates for the re-profiled posts;
- Proposals for a remuneration package for the civil servants who
will make up the senior service;
- Action strategy and timeline to implement the restructuring and
re-profiling programme.
Duration of the Commission
The Commission will sit for three months beginning September
2003 and deliver its report to the President within one month of the
completion of its deliberations.
Membership of the Commission
The Commission will comprise the following:
- Dr. Sheku Sesay - Chairman
- Mr. David Sheku - Member
- Mr. E.B.O. Coker - Member
- Mrs. A. Lansana - Member
- Dr. Osman K. Sankoh - Member
- Mr. David Minah - Member
In support of its work, the Commission may call upon
specialized expertise and knowledge from within and outside Sierra
Leone.
