PRESIDENT
KABBAH'S ADDRESS TO THE POLICE
On
Wednesday 30 August 2006 His Excellency
President Kabbah opened a two-day seminar
jointly organized by the Sierra Leone
Police and the United Nations Integrated
Office in Sierra Leone (UNIOSIL).
The theme for the seminar was "The
Role of the Sierra Leone Police in the
2007 Elections." At the opening
ceremony the President thanked the organizers
and highlighted the transformation the
police has undergone since he assumed
office as President in 1996.
President Kabbah described the reformed
police as a "force for good"
and praised the police for their hard
work and indicated that the police were
fully equipped to provide nationwide
security during the 2007 Presidential
and Parliamentary elections.
President Kabbah also referred to the
just-concluded Biriwa Chiefdom chieftaincy
election and said that Government acted
constitutionally in the conduct of that
election.

ACC
Advisory Committee Presents Report
The
Anti-Corruption Commission Advisory
Committee which comprises reputable
members of Civil Society, and which
was set up as an oversight committee
on ACC, on Thursday 10th August 2006
presented its annual report for the
period January 2004-September 2005 to
H.E. the President, Alhaji Dr. Ahmad
Tejan Kabbah, at his Hill Station Office
in Freetown.
While presenting the report, the Chairman
of the Committee, Dr. Amos Lavally,
expressed appreciation to President
Kabbah for setting up the Advisory Committee
as an independent body of the ACC with
the freedom to perform its function
of advising the ACC on issues for effective
and efficient implementation of its
activities to make Sierra Leone corruption
free.

Anti-Corruption
Commission Presents Annual Report
The
Anti-Corruption Commission (ACC), the
institution set up by government with
assistance from DFID to help curb corruption
in Sierra Leone has presented its 2004
annual Report to His Excellency the
President, Alhaji Dr. Ahmad Tejan Kabbah.
Presenting
the report to the President, the Commissioner
Anti-Corruption Commission, Prof. Joko-Smart,
who was recently appointed to the post
stated that he realized after taking
up appointment that the Commission's
last report was presented in 2003 and
that it was incumbent upon the ACC according
to the Act that created it to submit
annual reports to the President and
that he was doing his level best to
ensure that reports are updated. He
said that the 2005 report is already
in the pipeline and work is being done
on it.
According
to the report 587 cases were reported
to the ACC out of which 91 were investigated,
13 prosecuted, 113 cases rolled over
to 2005 and 370 cases were not investigated.
President
Kabbah congratulated the ACC Commissioner
for taking the initiative to avoid a
hiatus in the reporting sequence although
the period of the report was before
he assumed office.

ADDRESS
BY PRESIDENT KABBAH ON THE 2007 GENERAL
ELECTIONS
Today
I want to talk to you about the forthcoming
general elections the date for which
though far away, has become the subject
of intense debate and speculation.
As
you all know the term of office of my
Presidency will come to an end next
year. It will become necessary for us
to hold elections sometime next year
to elect the next President.
According
to our Constitution a general election
of the members of Parliament shall be
held within three months after the dissolution
of Parliament. In the case of the election
of the President the election is to
be held during the period of three months
beginning with the date when the office
of President becomes vacant.
As
President one of my constitutional responsibilities
is to dissolve Parliament in accordance
with the provisions of the Constitution
in order to pave the way for the holding
of the elections. It has been customary
to announce the date of the elections
on the occasion of the dissolution of
Parliament. However after due consultations
with the National Electoral Commission,
I am pleased to announce today that
the Presidential and Parliamentary Elections
will be held on 28 July 2007 in accordance
with the provisions of our Constitution.
But I must hasten to state that the
declaration of this date does not mean
the start of political campaign activities.
The Electoral Commission will determine
the start of campaigning.
